GENERAL DESCRIPTION

Remo Milieubeheer and Environmental Support Services would like to develop and implement a proof-of-concept of an Early Warning System for the monitoring and mitigation of possible odour and (fine) dust problems, and other risks from the realisation of  Enhanced Landfill Mining (ELFM). This Early Warning System goes much further than the existing applicable legislation in order to establish an as wide as possible societal (local as well as superlocal) buy in, being a prerequisite for a sustainable implementation of the Closing the Circle project.

PROJECT GOALS

• Setup a network of Early Warning System measurements.

• Determine the risk levels for each measurement device and parameter.

• Process and evaluate measurements data.

• Develop an automated system for dissemination and communication with the involved local actors.

• Identify required measures or corrective actions as part of the operations plan of the operator by means of a risk management plan integrating all measurements results, early warning triggers and corresponding actions.
